Foreigners Skilled Labours In Malaysia
Introduction
According to Mohamed, Ramendran and Yacob (2012), defined that the meaning of foreign worker is a person who had come from their own country but stay and work at the particular country in a short term. But they argued that the definition of foreign workers is at the works at the upper or lower level of occupational work knowledgeable or at the particular manufacturing firm at the others country.
Nowadays, Malaysia is a country which is stay at a rapid economic developing level and this also caused that there are many high skilled or the low skilled immigration workers have flowed in to Malaysia from those country which is under developing or undeveloped. According to the Ministry of Home Affairs (2015), stated that these all migrants workers more focus work on the manufacturing firm, agricultural, constructions, plantation, maid and services sector or the others low wages workforce. The company is more interested to hire the foreign workers is because there is low cost of unity labour cost. The foreign workers had played a significant role between the low wages and the construction field. Thus the payment from the manufacturing firm is higher than the payment that paid by the construction firm. Furthermore, there is contains a high risk in the construction field so that there is the problem of our local labour are trying not to get involving inside the construction firm.
Malaysia Prime Minister, Tun Dr Mahathir Mohamad, 2018 had announced that Malaysia welcomes the skilled foreigners such as in the IT fields skills and may even give the citizenship to them. He had mentioned that if the foreigners bring along with the certain skills that they want, Malaysia would invite them to stay and even become citizens if they want. Besides that, Dr Mahathir also stated that they are trying to find a proper policy to protect the foreign workers. Karakul (2016) studied that the way to increases the economic growth and expand the country welfare is to hire a strong educated labor forces. So that they can be a mentor which can guide and share their knowledges to the Malaysia citizens.
Problem Analysis
The Federation of Malaysian Manufactures (FMM) Vice Rresident Nathan Suppiah (2018), had urged that there is a demand to hire the foreigners to work at Malaysia and this is because the citizens are not desire to work at the 3D which is represent Dirty, Dangerous and Demeaning workplace such as the construction field. Malaysia citizens are not prefer to work at the construction field is because the places were in poor image and poor working condition and also the local citizen will more desire to work at the confortable working place such as having the air condition or the proper place compare to the construction field. They will also more prefer to work as the white collar compare to having a lower end and the tough jobs in the construction field. To overcome the shortage of the manpower Malaysia needs more foreign workers to solve it. These had showed that Malaysia needs the skilled foreign workers to work with the every sector. The Star Online, (2016) had mentioned that more Malaysia citizens will move to the other country to get a better salaries yet Malaysians not only cross over to Singapore working, they also will work at the China, Hong Kong, Japan, Taiwan and South Korea as they are paying them a better amount of the salaries. The Small and Medium Enterprise Association Malaysia President Tan Kee Sin, (2018) also mentioned that not only the knowledgeable workers were move to these countries, those semi-skilled and skilled labours also moving there too. Thus, as the Makaysia knowledgeable citizens move to the others countries and government need more skilled foreign workers to help firm overcome and meet the demand of the workers that they need so that it can help the Malaysia manufacturing firm, agricultural, technologies sector be improved and also help the Malaysia economic growth.
Points of View
There must be having the pros and the cons about hiring the foreign workers at Malaysia. One of the pros that hiring the foreign workers is there is a positive relationship between the productivity rates and the labour forces. This is because the high skilled foreign workers had already trained themselves in their own country thus it may help the company to reduce the cost and the time to provide them training again and they can straight away to fit into the workplace. According to Ming, Mei, Yein, Soon, Yee, (2017) implied that the company only need to pay a low wages to the foreign workers and the costs are cheaper than hiring the local workers. Thus, it can help the company reduce the labor cost and also can help to increase the profit. Besides that, the foreign workers has the high willingness and get ready to work at any time compare with Malaysia local labor which is do not like to work at the 3D jobs. Not only this, Stark and Wang, (2002) also mentioned that hiring the skilled labors will also could let the company get profit from them as they can supply their local human capital and the innovative skills that they had learnt before. Thus, the Malaysia local labors can learn from them about their new technologies and their skills so that the company can apply the new technologies at the future time.
While the cons of hiring the foreign workers are the unemployment rates of the local labors in Malaysia will keep rising. Friedberg and Hunt (1995) stated that hiring foreign workers will showed a negative impact through the native workers in Malaysia as the employees going to recruit the foreign workers as they just need to pay them at the low wages. With this kind of situation happening, it may affect the local workers to loss their working opportunities at Malaysia thus they decide move to other countries to get the job opportunities and even a better salaries and this may lead Malaysia need more foreign workers to meet the shortage of the workers.
In addition, the foreign workers will increase the social issues happening such as the crime rates at Malaysia. According to the Home Minister Datuk Seri Dr Ahmad Zahid Hamidi, (2014) said that there the number of 85, 029 crimes recorded, and 11. 2% which is 9, 496 crime cases are involving the foreigners. The crime cases activities have include the murder, rape, robbery and causing hurt. These data may shoed that the foreigners will bring along the criminal for us at Malaysia. Based on Devadason, (2013) studied that the female will have the high probabilities to spread the AIDS and the HIV thus the foreign workers also will bring the disease to us. This is because some of the foreign workers will get involved the sexual exploitation, human abuse and the others negative things happened.
Conclusion
In conclusion, the foreign workers are one of the important parts to Malaysia so that it can achieve and improve the economic growth no matter for now or at the future. This is because the local workers had move to the better place to get an job and some of the local workers is less likely on the 3D which mean dirty, dangerous and demanding workplaces. Thus, it needs the skilled foreign workers to compete the construction process. The skilled foreign workers can help to increase the productivity rates of the firms and reduce the costs and the time as they had already get the training and the full knowledge of the working, so that the company will hire the foreign workers. Next, there is the negative relative with the unemployment rates which is the employment more like to hire the foreign workers compare to native workers in Malaysia. This is because they pay a less wages for them compare the local workers. But now, the government has start to reducing the numbers of foreign workers so that the local workers get the chances to have the job opportunities in their own country but they still welcome the skilled foreign workers to Malaysia. The knowledge that learn from this assignment is Malaysia citizens should more to focus on the local job opportunities although the salaries that paid by the others country is more better than local country. As Malaysia has many knowledgeable labors and if they work on their local city, it can let Malaysia economic growth and the market can be expand to the global. Malaysian should not avoid doing in the 3D which represents the Dirty, Dangerous, Demeaning jobs this is because the local citizens should not let the golden opportunities to others foreign workers and it will also decrease the unemployment rate at Malaysia too.
