Cyber World In Malaysia: Problem Of Sexuality Representation
Introduction
Malaysia is a country that emphasizes the development of communication technology and basic yet still practice tolerance and liberal based guidelines have been in charge. In 1987 was the beginning Malaysia receive new media that are recognized as the Internet. Developments in technology with a wide selection of these media also influence the development of communication in Malaysia.
Mass media is media that is most interesting to study. The mass media as a communications channel is present in Malaysia. They ability disseminate information quickly and uniqueness as interactive media. Internet presence has generate one form of communication revolution that changed the ways and channels of communication between individuals. Future Internet itself has become an important tool for communicating such information exchange and sharing of thoughts without limit of time and distance by using e-mail, YouTube, websites, and other social media.
According to Heider & amp; Harp in 2000, The power of the Internet to distribute information and connect the world, across the continent without crossing the border has changed the cultural landscape as well as the world community speeding up public acceptance of the values of universal. Meanwhile, according to reports International Data Corporation (IDC), the number of Internet users in Malaysia at the total number to 3. 91 million people and beyond will continue to increase every year. These numbers are clear evidence of how strong the influence of social media or the Internet in Malaysia nowadays.
With the development of this internet does not require the chances of having a negative impact-impact. Debated and controversial issue is the emergence of Internet pornography, a new phenomenon, or better known as cybersex. Material relating to sex so easily to spread on the internet with various dimension and illustrations of the pornography chat room and negative web pages that talk about sex would ruin the lifestyle in today's youth and in the future. But the kingdom is actually trying to escort the media freedom, especially relates with the freedom of rights. Rights have been debated by most countries since many years ago. Declaration on the freedom of human rights was proposed by the Universal Declaration of Human Rights 1948 (UNESCO 1948). Declaration of the 19th chapter says "everyone has the right of freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and important information and ides through any media and Regardless of frontiers ". Freedom of speech here includes efforts to seek, receive and distribute information and the opinion through the media is not for freedom for any unhealthy activities like cyber sex and also the social problems that related to the cyber crime.
Threat of cybercrime that still increse, the Malaysian Government introduced three new laws in 1996. Than this law known as a cyber law. And the cyber act is the Computer Crime Act in 1997, the Digital Signature Act in 1997, and Telemedicine Act in 1997. Those acts will be discussed in more detail on the content. With the issue of this law, the Government of Malaysia hopes to help alleviate the problems associated with cybercrime for Malaysians. Because many teenagers in Malaysia are stuck in the unhealthy activities such as cybersex. In fact, the Internet provides many opportunities for anyone who wants to make them self to be a cybersex because many web sites can be accessed by all ages. So the issues to be discussed in this assignment is to discuss the social problems of the development of new media and the reality of the issues cybersex among teenagers or other social media users with communication acts.
Over time modernization have some new problems that arise among people who seemed lost they moral values. This problem arises because of the misuses of the internet, there are many negative elements. This will cause social problems such as the problem of human trafficking, a cybercrime, free sex activity, baby flue cases and so on. However the issue that is taken more focused on cybersex happens in Malaysian society, both in the city or outside the city has an experienced in the same case. In the world of cyber where individuals are more independent and powerful over themselves in the access and production of media messages, construction of sexuality is much more open because individuals 'worshipers' enjoy sexuality get their space. While on the other hand moral authority does not have adequate tools to stop these groups. Maybe they can use technology to do sensors, but there are many ways to break the sensors made. In the end it is individuals who have the highest authority to choose what kinds of messages are needed. This is also what happens in the cyber world where sex is one of the important icons outside of the others.
So in Malaysia the technology is developing rapidly, requiring the royal kingdom to intervene to make laws to curb or escort or also monitor the case.
The Communications and Multimedia Act 1998 - Act 588 is an act on cyber law and formed as a framework for the intervention of the Malaysian government in monitoring communications and multimedia industries. Activities and services controlled under this act include traditional broadcasting, telecommunications and online services, also including the facilities and networks used in providing such services, as well as the content provided through such facilities and networks. Malaysia issued a fast-tracked law for those case. The country's law was mentioned in the Malaysian Communications and Multimedia Act 1998 contained "prohibiting the dissemination of vulgar / obscene material through specific legal statements (sections 211 and 233) and coordination industry under content cod. Sexually explicit content intended is sexually explicit acts, pornography and pornography for children. In other words pornographic content is immoral content. And abusive is an incitement. In the law of the country used for sedition is in the Sedition Act 1948 which contains the prohibition of the dissemination and publication of incitement information.
According to Young in 2000, this cyber sex addiction has a very significant negative impression on the user itself and the people in their environment. People who use this pornographic web site include those who lack communication and attention as well as social relationships with their families and their environment that can lead to neglected feelings.
In Malaysia, malaysia communications and multimedia commissions become the governing and responsible in the field of technology and multimedia industry control based on Communications and Multimedia Act 1998, the Malaysian Communications and Multimedia Commission is responsible for implementing and promoting government policies in the communications and multimedia sector. But in establishing a framework between various parties in dealing with this cyber sex case that threatens the safety and moral values of teenagers in Malaysia, the immunity of the country's defense system needs to take decisive steps like the rest of the world. State laws relating to this pronunciation issue should lead to strict actions such as prison sentences, rattan, as well as penalties for individuals who are still accessing the pornographic website.
The ease of accessing the Internet globally and the growing number of Internet users each day opens up communication spaces. The use and influence of Malaysian society is now inseparable with ICT in many aspects of life as today's teenagers spend much time in this mass media world. There are also teenagers who may not be aware of the need to keep their personal information or personal pictures that they have already provided on their social media accounts such as Facebook, Twitter, Instagram and other social media to fall into the hands of known parties and at the same time become victims of cyber sex crimes such as being involved in the world of preoccupation, prostitution, free sex, kidnapping and trafficking.
Hence, there needs to be international cooperation on these cyber sex cases such as child pornography, website intrusion and online identity theft which may contain defamation. In addition to cyber sex cases lately, defamation cases often get attention in mass media. So the government made a law on the case. As it appears in the Defamation Act 1957 which explains civil action on the spread of defamatory statements to bring down a person's reputation. The meaning of the act is In Malaysia, defamation is created in civil and criminal suits. So the Court in Malaysia allows those who are defamed in new media or cyber media to get damages for any defamation or torture thrown in the mass media. And there are many other issues that need to be reflected in the laws of this Malaysian country. The immune system of the nation's defense shouldn’t be seen from the military side, but the country must always be prepared to repel any cyber-attacks.
Conclusion
Mass media network in today's life is one of the platforms of information dissemination and communication convenience to shape, reinforce and maintain social ties from the whole world. However, mass media is also able to contribute negative impacts to some teenagers especially for high school students through attitude and behavior changes. This paper wants to prove the representation of sexuality in the cyber world. The development of technology and information is not something that can be avoided, along with the times. The massive use of internet technology in Malaysia brings fresh air to the nation's technological progress but on the other hand it becomes a boomerang that can threaten and destroy the Malaysian generation. Several cases that have been described previously have shown how the negative effects of abuse of internet media for the sake of prostitution and crimes involving children as victims. This needs to be a point of review for all parties to intelligently control the use of information technology, especially the internet and social media.
There is no short-term way to tackle crime and social problems among adolescents, but requires the involvement of all parties such as family, community members, school authorities, authorities, and government agencies as well as non-governmental organizations. Whatever programs and actions taken, mutual support and responsibility among members of the community is essential to address this problem. Users must also be aware that the existing system needs attention or security, so as to prevent damage to parts of the system because it is accessed by unauthorized users. System security development must be integrated in the entire system and subsystem, with the aim of being able to narrow or even close the existence of adverse user access gaps. In general, it can be seen that adolescents in Malaysia are still very vulnerable to being pornographic objects and become targets of sexual exploitation in cyber space, where cyber crime cases often occur. In security conditions, law enforcement still does not fully guarantee security for internet users, as well as content, as well as information presented in cyber space, not yet fully controlled. This means that the preventive problem of pornography crime in cyber space is still not going well.
Personal security to avoid defamation can be made from safeguarding system installations, system environments, information to physical security and data security. The initial step of this safety can be done by installing a professional anti-virus system to keep the system from possible attacks. And society should always be aware of cyber security issues because internet usage has now become part of the lifestyle and need for information and daily tasks.
